I don't think I'm good enough to discuss this, good references will be more important. However, some suggestion here: First, when compare two cultures and their progress, the comparison itself has to be very careful. As an example here, although now we recognized that the change of the polition system is the beginning of modern English polition system, however back to that time, it's just a consequence based on their tradition, their culture, their understanding and their creativitility. I don't think they care about the method very much. But when you use this to attack on Chinese polition wisdom, you made a strong point. Then you have to have enough examples to support your argument. Otherwise, it's not a conclusion based on knowledge and careful consideration, but based on bias.

Two good examples for comparison will be from Zhou to Chun1qiu1zhang4guow and the modern history. People generally think the modern history is so bloody and dark, but just be a little bit more careful when u compare it with the similar period of England, it's not so much difference. It's just like in a greater scale, it's like 10 Englands struggling together. Simply using a compromise or non-compromise as a highest judgement removes all the difficulty and complicity.

Even just for compromise, what the first cooperation between communism and guo1ming2dang3? What's the cooperation in anti-Japanese war? What's the polition and economic revolution we are doing now? History is just so complicated and it's no easy way to draw such a conclusion.
