Here is some second-hand info for your reference: If you have foreign passport or permanent residency, it is fairly easy to apply for a short-term DL in china based on your foreign license. It is valid for a month, IIRC. Otherwise you are out of luck.

There is a minimum experience requirement, so bring your old DL if necessary.

International DL won't work.
